The main question is.  Is car or soft 19-3-xx really has Tuning protection ?
Does anyone know ?

It has no tuning protection. All these tuning tools and their “virtual libraries” only match a couple parts of the SWFL & BTLD and give you a file they have on file. They just don’t have the latest bootloader patched yet.

if I understand correctly.  the problem is that the tools are not yet adapted to the new BTLD and therefore an error occurred during the upload right ?

Has anyone finally managed to downgrade from btld 19-03-xxx to btld 18-11-xxx?
It seems not possible with Esys

RE: DME downgrade protection - LeonidLunin - 16-11-2022

Donwagrade can be done in bench mode. I can assemble any firmware from psdzdata files and svt.
