I've entered i-level plant F020-12-07-500 and latest F020-16-11-502 which is selected I suppose based on my psdzdata.

Problem solved.
FEM GW was flashed by hand by @shintake, then I ran diagnostic and there were lot of errors almost everything was not working, but there was KL15.
I corrected the plant i-level and flashed FEM with ISTAP, then all problems were solved.
