Make sure OrderDataView folder is populated. If not, copy over *.exe & two *.dll from other installation.

everything is in place. I suspect that any parameter in the cfg file is not configured.

Yes I did, Java, Net Framwork, Vcredist etc.. Full Admin Control Windows 8 Programm Files, not X86

The strange thing is... I have only EN_US in SQLiteDBs but in RG Settings I can choose any language. Something here is definitely wrong
