That usually means VC 2015 runtimes are not installed. This was asked like hundreds of times. Use a search!

You have only 2015 runtime. ISTA+ needs 2015 SP1 runtime. I have v14.0.24215
This may be a link to the latest 2015 runtime.
I also think I sees Win8.1 have some prerequisites for these runtimes to work, so not sure the newer version will help. Are your windows updated to the latest? I have mentioning of KB2919355 in my notes on win8.1. This is not a mandatory but a huge update. Not sure it relates to this newest runtime as well.
