Honda civic 2004 U.S market - strikeforce - 03-05-2017

Got this honda civic U.S market with all keys lost, tried launch x431 and x100 pro but system says immobiliser is not normal and can't programme keys.
below is what the x431 scan tool came with
"Immobiliser system not normal
System code check:
A-3 no communicatrion between key and immobiliser unit
possible failures
1 ignition switch is turned on with a non immobiliser key
2 the immobiliser key type is different. it is not for this vehicle but for another one or for other company
3 the key failure (transponder failure)
4 the communication was not good between the antenna and the immobiliser key by influence of metal on the key chain
5 the communication was not good between the antenna and the immobiliser key by battery voltage low
6 immobiliser unit failure"

any idea how to solve this problem?
what transponder does this car use, ID46 or ID13?
what is the eeprom containing the immo dump?
below some pictures from the immo receiver attached to the key ignition lock

Thanks Raffy
U. S market models use different transponder from E.U market models. Earlier 7th generation civic model uses ID13 transponder but they later switched to ID46 transponder though do not actually know exact year (between 2003-2005).
