As far as i know is for 6.25.3 only the activator compatible for 3GP. Hnav (MMI Plus prefacelift) FSC is not released yet.
Can some generate the FSC for 6.25.3 if the maps are available?

Why you need FSC ? Same activator as for 3GP Hnav also possible on normal 3G High Unit !

I never used 3GP activator for 3G High, always used FSC.
But is it possible to generate a FSC for 3G High? What files do you need?
