Can you tell me the difference between Engineering 923.163 and NAO 33.004?

I have not found any.

The engineering version will let you unlock certain radio's.. At one point GM came out with a bulletin telling you how to unlock a radio in a truck by using the engineering version and setting up the vehicle was a W body..
