What kind of dash? VDO, MOTOMETER, BOSCH?

Both are VDO it is from a 1.8 petrol

Do you have tools to copy dump from cluster? For example you can copy dump by obd with vag commander.

If it's Passat B5.5 and have the same part. no. you can swap dumps. Or, post both files (old and new) and try to modify them to avoid the need for programming keys. You can read with KKL + vageep progr.1.19, vag k + can, vagTacho, etc.

Part numbers are not identical where is info stored?
I don't have tools listed above but I have carprog or gq-4x eeprom programmer.

You will find 93c66 or 93c86 depending of VDO type and year for VW Passat B5
