Yes
put card in laptop (toughbook cf29 in my case or dell d505)
program card with new bin with mce
put card back into tech2 and test

No, must be with pcmcia card slot and runing windows xp.

Card writer is long process i once tried it too and canceled it takes far too long
i only use mce now and laptops i mentioned above
older dell laptops seem to be used alot by people as they work well at reprograming the cards

Vista works as well, just fine with mce.
