All keys lost for a 2009 e91 a/t. I have cas3/dme/keys from a 2007 e91 m/t. Both are MSV80 DME, both are CAS3, both are comfort access.
Is it possible to copy all of the key data from the 2007 cas3 to the 2009 cas3 with an xprog eeprom/flash dump?
If yes, are there any inexpensive tools to do this?

just change vin in cas and reflash dme correctly

Would I also need to read the mileage from the kombi and copy it into the donor dme and cas?

it depends if it is encrypted or not
the simplest is change VIN and odo code CAS and flash DME
