I have the same situation - "connection to database could not be established 00046632en".
Registry change does not help ....

Solved!
I add this lines before <appSettings> in istagui.exe.config:

<runtime>
<loadFromRemoteSources enabled="true"/>
</runtime>

I was getting the same initial error pop-up mentioning "connection to database could not be established 00046632en" as ISTA-D opened, so I tried the edit mentioned above to the 'istagui.exe.config' file, but got the same error.

The problem was due to the SQLite DB files that I got from Smallville's upload:

I then downloaded via torrent the SQLite DB files that 'spider80' uploaded:

prepared the system(Win7 x64) and installed following 'spider80's Rheingold related install steps, and all is working well (without the need for edits to the 'istagui.exe.config' file.

No disrespect intended to anyone, just for future reference of other members.

For me files from 'spider80' also not working.
Maybe it is problem with my computer, but loadFromRemoteSources helped in this situation.
