If its like the ford transit, the speed limiter is not in the engine ecu it is in the dashboard.

You will need ford IDS and it will need to connect to motorcraft to download a new calibration file that gives you the added option, to remove speed limiter.

After the new file is uploaded you will need to reset both keys.
