What program (software and hardware) do I need to correct km to an f30, from Fem.

you need a good tool, like AVDI, CGDI bmw, etc

I have to read Fem eeprom,(95128/95256).
Is there a more economic program than those 2?

No, autohex, vvdi, avdi, cgdi, bmw explorer. All these tools expensive

you can try emulator. But if you choose cheap emulator you will get not working dashboard after day.

The most economical is to find who have tools and can do it for you. Other way you need one of those tools mentioned above. My suggest Hextag

Depends what year and what chip you have. Here is what supports but 95320 can't do mileage.
I have done only one F07 with no problems.
