Registration is free but it's not available for all doh

i've got this reply from AOS few months ago:

The AOS was created in accordance with the guidelines of the European legal regulations. For authorization you must be an "entitled independent operator" of the European Union as defined by these guidelines. We are very sorry to tell you, that currently, organizations from non-EU-Countries / your country are NOT accepted in AOS. Please contact your local BMW-Partner for more information.
