Something is blocking it when it unpacks try turning off user account control and see if it works, you could also try "taking "ownership" of the file from the system

Win7 64 bit

I have many softwares and all ori sw and all modified sw working without problems.
I don't have installed AV on my laptop.
The strange thing is that .exe still working normal .
These two SW were also worked well until yesterday .when i tried to use ImmoserviceTool v1.0 i have noticed that it can't run
After that i checked dashboard tool v1.8 and the same thing has happened with v1.8.
Maybe something was changed in registers what generate these problems with only these two SW??
what i should check there?
