Firstly this file contains only zeros. And secondly I think You will need ECU eprom or flash file to do this and not tacho content.

Mate, you 've been told already in another thread to read dump from edc15 ,you need eeprom memory and use programmer such as xprog or upa. Or you can use any tool capable for obd reading such as vag dash can,something like that. Than you will have immo off.

You can use VAG K+CAN Comander to make immo off tru obd.

You can give a go to this. But make sure your tool will do checksum correction, otherwise need to correct with other sw.
