It could be a million things, start by uninstalling everything, make sure you have all runtimes and vcredist x86 + x64. Then carefully read some of the guides and posts here. Eventually you will learn how to fix it

Where did you get EN_US DB's? If you do not have any SQLiteDB's, then you can toggle any language; but, you will get DB error.

Hi,
I follow the instructions for rheingold standalone 4,03,21, with database and language it 4.03.12, install libraries for x86 and x64, the reg x64.. responds with the same error failed to start ista!!!

The directory is C: \ Rheingold? start rcleaner 4.4.
istagui after startup?

You installed netframework 4.6.1 ?

after used RRCleaner , must reboot .

also can right click and try run as admin .
