Yes the HQ clone software don't need activation but its need an opcom tool marriaged with the software.
The other solution for China clone ( for OP-COM 150406 EN version ) that Mr. mikroel is talking about is needs activation. ( Not as original one but similar )
Original software needs activation online or offline.
For both solutions is need a good clone with real PIC18F458
