Problem solved. speedo needle didn't move because when removing the odo chip PCB from the Main PCB, LCD display popped up a little bit and touched the needle point. Because of that needle was stucked at 0.
So after complete reading and writing put back the odo chip pcb back in main PCB and push the LCD display and make sure it connected properly. Cheers!
