You should make a clean installation of 8.5. Don't upgrade it!

Does anybody know why I can't update it?

I had exactly the same problem. The updates were always failing.
For me it just helped to uninstall the data of VW, Audi etc. (not the PETKA program) and then install it again. It takes a while to update all the data again, but after that the updates are working flawless. Install the data one after one in the VW, Audi etc folders and not all in one with the setup.exe.
