Finally, after almost 4 months I was able fix my car. Car spend 2 weeks at dealer service, at lease 5 independent locksmiths trying reprogram it. Was used all most popular brand scanners/programmers and nothing works.
With 2021-22 prius cannot be use used Hybrid control ECU, Smart Key ECU, Code ID and MPX ECU all of this modules needs to be Brand New ( at least not by OBD, maybe on bench somebody will be able "clean-up" it).
In my case I focus on Hybrid ECU, I was told by locals "magicians"  that I CAN use used one.
After all unsuccessful attempts I decide find problem on my original module and after few checks I find bad transistor on CANBus line. I replace this small element and after connecting it to car all back to life!
