I helped myself:
After installing the latest build of Windows 10 was HDD Serial Number changed, I changed it now 20FE-8B77.
ISTA starts, but still not working.

You need a fix file, which hasn't any of us yet or a valid license for new admin client.

I have the ISTA / D 3:53:13 installed but the start is an error message. You need here at this ISTA / D a new ISPI AdminClient?

Yes the standalone goes and I've tested. But I want the whole install himself as always.

Yes, but for Windows 10 we need the Microsoft .NET Framework 4.6 Targeting Pack for Windows 10 from https://www.microsoft.com/en-us/download...x?id=48136

I tried it with a Net Framework but again it is not.
Will the new ISTA-D only with the new AdminClient 3.0.7.0 or it is even with the old Admin Client 1.1.808?

If you don't have the correct license it's never going to work. Sorry not sharing license. But maxtorrld has provided good version for everybody to use so maybe try that.
