Since your car has CIC from factory, then you have ZGW Most ECU. NBT will not work with this unless converted or changed.
MOST emulator makes it really easy and pain free.
Especially if you have other systems like high beam assistant for example, the Most emulator will convert those systems too.
So when you use an emulator, radio VIN and car VIN not matching is irrelevant.
So no need for new FSC unless your radio is not fully loaded already.

It is impossible without the MOST emulator unless you have ZGW with the black housing, it can be flashed to ZGW02, and it is not STRAIGHT FORWARD

Vin is L679385.

Seems you got ZGW 02 mid, you should close most and reflash it using 2013 F23 TAL
