If ISTA won't start and don't show any windows and error messages, check net framework 4.6.2 to be installed.
And install all vcredist 2005-2017 x86 and x64.

Thank you all for all advice.

It looks like it was missing 32 bit c++ 2015.

Conclusion is on 64bit system not only c++ 64 bit version is needed if application use 32 bit mode.
