Tomorrow I try with newest ISTA .
Yes , as external power source I use BMW recommended power supply Deutronic DBL-1200.

Im not sure new ISTA will help. You have any error on dash or it is just not working without any error?

I think it can be just faulty ELV, I assume you don't have other one to plug in and test... I think that because as far as I know, there is no option to turn off EVL, there are emulators to do that....

What car and what year? What type of CAS are you referring to (CAS 2, 3 or 3+)

This problem I have in about 10 cars E61 and one E63 with CAS3 and it occur after cars update. Before updating to the end everything worked as it should so I don't think suddenly 10 ELV's broke down.

Keep in mind that all e6x LCI models equipped with automatic gearbox (cars built after 3/2007) do not have a ELV.

Yes , but the problem is in cars wchich was equpped in ELV from factory. This units phisically are in all cars but stopped working after CAS update with ISTA/P. This SW nr is 9262360 updted with latest ISTA to 9395656.
I must check that problem is only in cars with automatic gearbox .

9262360 is software without ELV.
9262361 is software with ELV.
So the car had no ELV before flashing(and doesn't have it after flashing) and it's definetly a lci model.
