Can't speak to BeemerBoy's Loader is I don't use it, I have a licensed copy of ISPI Next so I don't require loaders and all that.

If using an ENET cable, I use E-Sys to flash everything, never had a problem using the DHCPserver and ENET cable with E-sys for flashing whole vehicles.

I typically only use ISTA/P with an ICOM.

I don't really think that the problem is the loader.
Because when I use DHCP Server (program or Router) even ZGW Search can not find the car.

Could it be, that there is a difference between ENET Cables?

could it be Firewall blocking the connection? Try to disable the default Windows FW and Antivirus (e.g. network threat prevention module) if you have any
