You must either use Launcher to install or edit MSI to allow you to install directly. However, to use Launcher or run application, you require current, updated license. Alternatively, you can just use standalone.

I also problem with the installation of the latest version of Ista, message "Could not find Launcher.Please install ISTA ISTA ISTA by using the Launcher."
I read that you have to use Launcher Panel platform to launch updated off line, too bad that the link is no longer active.
Anyone can help or recharge functional link for download?
I prefer not to install ISTA Standalone

You will get that error message if either A) you do not have all prerequisite software installed or B) you installation is invalid (missing files or license).

Use standalone and you will not get this message, assuming you took care of A.

it is strange that there is no easy solution and you have to fall back on standalone
Easy is a relative term. If you do not have access or skill to install, standalone works just as well.
