Most probably you already installed that or higher version so its registered in the registry and so it won't install it again. Start regedit, go to key HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\BMWGroup\ISPI\ISTA (skip Wow6432Node if on 32 bit system) and delete SWIData key.
