One thread below this one ... you need to use ISTA launcher console to apply the delta's. If you don't know how, search or use the previous dBs with this version.

How can i get the copied psdz folder from ista 4.05.23 shown again in swi service data , so that i level and measurement plan is possible again?

You need to keep data_swi and sqlitedbs folders from 4.05.23, can delete everything else. Then put them into new version.
