Per the Release Notes ISTA-P_3.63.5_4.10.1x_ENG:

@Shawn - did you apply just the delta to the existing SDP? or have you performed full+sdp extraction?

That was my fault... windows update fault actually. After updating to 1709 some security updates prevent my powershell script to work correctly which extract data. The link has been updated with fixed pack.
