No the file simply not exist because 3.53.1 is new database there is no update of database.
In future 3.53.2 and 3.53.3 wil have an update of database 3.53.1

Then 3.54.1 again don't have sqlite update file because it's new database 3.54.1 ect,etc. So for this version the file is not needed.
