Update, after many reinstalls, I finally got past the License issue. I copied the old license.xml from 3.47.10 into the .53.30 folder and it worked. Now I am getting "The connection to one of required databases could not be established. Please check DSS #00046632EN for further trouble shooting."

Looking at the Version Tab:
Rheingold Subsystem Data shows R--
Rheingold Subsystem Global Data shows --
Rheingold Subsystem Language Data shows --

I copied 3.53.13 in there
