I think where I am getting confused is when a short circuit error gets stored, how do you use Tool32 to view it. I have read few posts regarding this, however, its not quite clear to me how to get this 'short circuit' info from the module. In the posts they refer to entering 'argument', I like to see pictures of it and the result showing how the 'short circuit' info is displayed.
I know that if there as been few repeats of 'short circuit' state then the module cuts off the power to that circuit. This does not apply in my case, the reason for asking is that if I purchase a used module, how can I check it whether it suffered any short circuits?.
I hope I'm making some sense...

Your car may had wiring broken and shorted in the trunk harness. To check the wires, open the trunk and remove the rubber boot on the trunk or the one on the body.

Yes, wires do break, but I highly doubt it happened in this case as Dee67 said the same error is detected when the module is moved to the other car as well. It should be a very interesting short as well as light works as it should and when it should and there are no other light problems.

Regarding shorts, its not difficult to remove, did that few times on various modules (though not sure if I had experience exactly on FRM2). Short circuit lock will be stored as an error, so you will immediately see it with diagnostic software. To remove it you will need Tool32. But lets get to that if really needed.

Good luck to clear that fault in the FRM, if the wires are not repaired.
After repaired the wires then use Tool32 to set the FRM memory, now you able to clear the fault.

However, I have solved this problem by re-flashing my frm2 module with 'winkfp' and recoded it with 'ncsexpert'.
