Ford Connect 1.8 2008 PATS 23 Code No Crank No Start!.... Help All.............

We’ll All I have a 2008 Ford Transit Connect 1.8 2008, I had to change the engine for another one due to top end gone, Now I have used the fuling system from my old engine including pump and now everything is all in place the engine will not turn over! , 1. When the key is out the PATS system is armed and flashes normal. 2. When the key is inserted at you try to start the engine the PATS IMMO light stays constantly on for just under 60 seconds and then it gives me the 23 code, 2x Short flashes Thenn 3x Short Flashes. Then engine dose not crank or start immo must cut off the starter motor.

Starter Motor dose work If I bypass.

The Pump is not coded or timed as far as I am aware.

I would appreciate all the help you can all offer.
