Since the new ISTA 4 new hardware requirements, I noticed that the V1 on PCs that don't meet the requirements ISTA starts much faster (once you skip past the empty error screen) while V2 goes through the "background process" screen that takes some time. Any reason why?

go to basic features and you'll see why.

In both versions "Basic Features" works, but in V1 after skipping the error screen, the "ongoing background process" starts ONLY when you choose "Basic features" (and takes longer) instead of it happening when ISTA starts in V2. So if this is why, then it'd be great to disable that for those of us that don't use the "basic features" and enter a Vin for offline browsing.

V2 works great for me (and other)

Basic features works in either version! And both versions work for me. I was making an observation that V1 skips that "ongoing background process" on startup when we get past the error screen.

I want the normal installation from the 3.56.14, but i get an error ...that the software is not released

I can confirm that. After skip error message i can work with VIN but i cant select a car manually. So version 2 is better for me.

@Jake, that's bizarre, I went back and forth between both versions trying both VIN and manual selection and they both worked. But that's besides the point given V2 is available now. I was just curious to learn something, Cheers!
