Release version is 4.01.21 according to BMW's internal communications to dealerships and ISPI Administrators.

Below is the version info extracted from 4.01.21 SDP, look to the Mode section.

Don't forget BMW could choose to general release a test version if they think it's fit for release, personally speaking at lot of BMW Software is not fit for release

Very likely. They could have meant that for ISTA Diagnostics that .21 is the release version and could very well have something higher than .21 for the release version of the SDP packages. No-one ever said the versions had to match for all packages.
