Think it depends on the ISTA version - in 4.02 you should find it around here:
Vehicle Management -> Service Functions -> Power Train -> Digital Diesel Electronics -> DDE-CAS -> EWS adjustment

(DDE would be DME in your case, I have a diesel).

Are you sure that the correct ISN for your car was programmed in the new DME to begin with? Did it come OEM or you got it somewhere else? You can't just program it - if it came OEM I'd take it back to the dealership, if not you'd need to sync the ISN, but AFAIK that's only possible with ECU explorer and the likes. The only other thing I can think of is that CAS was replaced so it had a different ISN...

If DME it's New, do you have select New ECU on request before flash on ISTA/P ?
If it's Used need a special tools (AutoHex or BMW Explorer)

Time ago, I see via remote a similar case,
new DME in Z4 E89, after Code (OK) with NCS, car don't start engine, after flash on dealer car OK, seems not change ECU, I think wrong software uploaded from factory
