Did you install all the prerequisite software? If installation on same drive as OS, are you running as admin?

Yes I did, Java, Net Framwork, Vcredist etc.. Full Admin Control Windows 8 Programm Files, not X86

-Reinstall Vcredist both x86 + x64. Check
-Java Which Version?
-.NET framework 4.5 - 4.6.2 Installation Abord, says newest version on system
-Check permissions (Administrator) Check
-Check actual folder "SQLiteDBs" and verify that files are not corrupted. Checked with Version 4.03.13 & 4.03.21 only RG 3.53.30 works flawless.

The strange thing is... I have only EN_US in SQLiteDBs but in RG Settings I can choose any language. Something here is definitely wrong
