Does this require icom to function? when using it with usb, i still dont get voltage readings.

You need ICOM for actual voltage readings. You use VC to manually enter desired levels.

I'm not using icom, I'm trying to use VC to simulate voltage for the manual terminal changeover that required for deleting fault memory on e-series.

Ista doesn't seem to be detecting the voltages I'm inputting from VC.

Not only erase errors
but for calibration and adaptation,
where the game is turn off the ignition (ignition + R)
  there without KL15 is also a problem

I do not have link, but have you tried Ultimate Ediabas/ISTA+ voltage control V2? It is not ISTA+ version specific.
