I'm not sure if i'm going to repeat this but this is what I would do
Check that Vin match everywhere
Check that there is correct VO coding around the board in all reflecting module's
Compare part from before and new one
Compare wiring diagram for both parts old and new
Check wiring by cutting wire isolation away from the plug to see that there is no wire brakes and that plug are able to transfer correct voltage and amperage as well as signal
Exchange for other used/new part and/or module

I tried VO coding but with errors, ISTA+/P was able to identify the ECU(with part number showing) but will not code it. Just like you advised, i had the intention of connecting the old ECU to see if i will be able to do anything befogging cutting the signal wire.

Yes changing VO(option) and if you have Navi then making sure it's been coded with correct FCS code

Yes changing VO(option) and if you have Navi then making sure it's been coded with correct FCS code

I was able to get my repair FSC through user "acolt"

Thanks everyone who has helped in one way or the other. I was able to resolve the issue of the used steering rack which i was unable to program.
The rack actually wasn't getting 12V from the power distribution box (Z4) located in the engine bay where all the positive terminals are tapped from. Lucky enough for me, the power box has a spare connector with the same size and fuse rating as that of the one to the EPS. I was able to remove the positive terminal to the EPS to the spare connector after which i completed the measures plan with ISTA/P.
