which address are you talking about exactly ? It is F series CIC

Can you Execute rescuemode? Had same problems cic red in ista after putting it in rescue mode it was green and i could flash it. Did not solve my problem (hardware issue). But Maybe it works out for you

In tool32 locate function steuern_rescuemode tran. command_rescue mode with argument 0x01.

But I think that will not help here...
If address 63(HOST) is not accessible CIC will not accept any commands.
