AUDI A4 Speed Limiter!

ZTAudi  AUDI A4 Speed Limiter!
Hello guys

I have question, i just chiped my Audi A4 3.0 TDI V6 2008 Manual Transmission its good but when i give gas in neutral the tourqe wount go more then 4000 rpm when i ask the tuner can u make this he says me there is no speed/tourqe limiter. How can i make it more so it comes at 5000 rpm or more ... ?

firstly any v engine is torque not revy
secondly in neutral ecu protects you from blowing engine unless under load ( in gear)
irc merc will rev to 3k unless in gear?
