Regarding the topic - is it possible to add through ODIS-E new PR number for retrofitted modules?
Have ODIS-E on-line options like ODIS-S? (for example SVM coding)

For example change module 16:
5Q0953549 to 5Q0953549D
Version "D" add new functionality with PR number 2ZD - "Heated leather trimmed multi-function steering wheel with Tiptronic"

Could be used ODIS-E for adding new 2ZD PR number to VW database? Or additional action on "service42" is needed?

If it allows hw units so yes ,hw units must be the same as flash files.

VCP has PR capability but offline. Never used it but sounds interesting. NOT SURE IF YOU CAN USE THIS PR CODE FILE FROM VCP WITH ODIS-S OR ODIS-E TO UPDATE VW AUDI ONLINE DATABASE e.g. PR code to enable the following: keyless entry, TPMS
(Parameters have been activated but not originally offered, and if dealer does a reset these are de-activated again)

Also would be interesting if one could update VW/Audi database with newer offline updated firmware.

Actually I was more thinking of changing the Audi database PR coding of our car as sold to us. (SVM spec). Say for us it is easy to change the actual parameters and codings of our car in order to enable features (using VCDs, VCP and can-connect). If audi dealer resets SVM to spec we have lost all our codings and parameters (e.g laptimer coding, tpms coding, or keyless entry parameter, bluetooth retrofitted, or door puddle and warning lights retrofitted). I was thinking of changing the SVM spec database in order to retain my changes. is it posssible to change the vw/audi spec database PR coding??

VW/Audi should allow retrofit flexibility and database as sold/spec revision???

The "online coding" part of ODIS is NOT intelligent, it only reads the VIN-number and then runs "online coding" = Everything back to stock.

SVM you can not change it, just certain accessories offered by the vw dealer
