I tested the update with the other ISTA Launcher (DOS Version) on a different notebook and it worked like a charm.

You still need the ISTA META and SDP META files from the previous version. The ISPI license must also be valid. Then launcher will start.

License is valid.

Of course there are also the old metas inside (started from 4.07.13). I deleted ISTA+ and installed it again. The launcher was only able to install up to 4.07.22, not the new 4.07.31 (nor the SDP).

Did you check registry to see if system already thinks it is updated?

And you checked Admin client to verify that license includes 4.07.31?

I think you haven't got certificate to install latest version
check in ista admin client which version is latest permission
