In the setting you have to choose the EDIABAS ( for your D-CAN tool )
In OBD.ini you have to set the same com port as you choosed for your D-CAN tool
Set the com port 9 in the Device Manager and the same in the OBD.ini from EDIABAS/BIN
Try after this connecting the tool to the OBD II and then to the USB
Start the BMW Rheingod software, then go to settings and choose "EDIABAS"
And then go back and start diagnostic in your car
If the setting will not remain and everytime it is change then you must change it in the Registry

First of all, thank you mattydr67. In the VCI setting I chose Ediabas. Since I installed Ediabas 7.3 so I have 2 Ediabas folders: one in C:/EDIABAS and the other one under C:/Program Files/Rheingold/Ediabas/...but I only have 1 OBD.ini file under C:/EDIABAS/....and I edited as [OBD] Port=Com9 Hardware=USB in Device Manager I also set Port=Com9 Latency=1
I think the problem is here since I have 2 Ediabas.ini files
1) inside C:/EDIABAS folder Ediabas.ini file setting: Interface = STD:OBD
2) inside C:/Program Files/Rheingold/Ediabas/... Ediabas.ini file setting
