Hello ,i need to program key to 2005 polo how can i tell if the vehicle needs precoding as i do not have any precoding equipmnent now i have vcds fully rgistered and vag tacho 5.5 china.

You need precoded id48 . You can programm the key with vcds , but you need pin code. I doubt if chinese vag tacho can read the pin , but you have to try
