0x1B Application ID is for CIC 1B files. 0xDE is Application ID for NBT. You can have convert file to base64 (ie VIN_000DE001.FSC).

That was the mistake.
I saved the HEX-File as given and converted it into a base64 file.
Loading into the FSC Generator was successfully. Generated key was correct and accepted by my navigation unit.

Yes me and he delete FSC.exe

This is a good option, other could be Gini Software

Deactivate your antivir when you use fsc.exe. Or use
Dr.Gini Or fstool2 for this.
