Try to install istapackage. For Ista-d 49.xx file is named ISTA_DAT_00XX_3.49.10.istapackage. Its a zip file. Contains to exe files you can unzip them too. Bickpack and Languagepack. Bickpack contains under databases dir the diagdoc and other (stream and xmlprim). The language contains the de ( stream and xml) or any other additional lang you may need.
Make sure are all from the same version -just to be on the safe side. If you update previous install (other version) make sure that you erase first all sqlite files exept DiaUpdate.sqlite before update. Do that and i am sure all will be fine.

Yes this was my first try. I extract the squlite files from the ISTA_DAT_0025_3.49.10.istapackage.

Only one thing i don`t do. I don`t erase the squlite files before i have installed the next msi.

A fellow member said they solved this issue by installing Microsoft .Net Framework 4.5.2 if im not mistaken, so I would suggest you update your Windows..
Also make sure all files are in correct location/folders.

check net framework. and squlite need to be same version as your ISTAD

if you use ISTAD V49.10
You need SQUlite of 49.X old version will have any problems of incompatility

You need to install .NET Framework 4.5.2 and the Basic Features (Grundmerkmale) will work.

Always help running the installers as admin. Sometimes running the scripts or the msi's as user, some files end up to virtualstore dir.

1. open ISTAGUI.exe.config
2. delete <add key="BMW.Rheingold.OperationalMode" value="ISTA"/>
3. insert <add key="BMW.Rheingold.OperationalMode" value="ISTA_PLUS"/>
