In my case I went using full sdp 4.44.10, now i have added in the storage folder the full sdp and also BMW_ISPI_ISTA_DELTA-SDP_4.44.10.istapackage but the behavior is the same - programming data update is ignored.
From registry - SWIVersionQueue = 4.44.10, 4.44.11 |

Someone mentioned earlier about a missing a BLP from BMW_ISPI_ISTA-META_SDP_4.44.20.xml file,

BLP is NOT missing. It's in the other xml file. It's only a problem for those who want SDP without sqlites.

Where do you check to verify whether current license supports 4.44.20 programming data? Is that in ISPI Admin Client? Will the "log" be useful? At this point for me a most likely reason is that your licenses DO NOT include SDP 4.44.20.
