Yes, it is not a relay - it is regulator. Alternator can not be without regulator in anyway. If voltage drops drastically (for example from 14V to 12.5V) during revs drop and then recovers, than it is 95% of failing voltage regulator on alternator (charcoal brushes worn out or electronics inside fails).

Don't think it is voltage regulator related. Put 3rd regulator, used one, but problem still the same. Don't think 3 different regulators do the same.
